Hi Creators, we wanted to let you know the latest on what\u2019s happening in the Ofcom\/Royal Mail debate.<\/span><\/p>\n

Today (03.04.24) is the deadline for responses to Ofcom\u2019s consultation document about the future services the Royal Mail are obliged to provide. We got our submission in <\/span>nice and early \u2013 as did the GCA, so greeting cards are well represented and we <\/span>thank the GCA for all of the lobbying and PR they\u2019re supporting us all in the industry <\/span>with.<\/span><\/p>\n

Today, the Royal Mail also released their view of what needs to happen.  We\u2019ve summarised this below with our perspective as it stands today.  One thing\u2019s for <\/span>sure, we\u2019re not Royal Mail experts and we don\u2019t fully know how that machine <\/span>works, so we\u2019re learning as we go.  When we get more information or new <\/span>understanding, we\u2019ll share with you as I\u2019m sure, like us, you\u2019re worried about the <\/span>future of an effective monopoly that we rely so heavily upon.  <\/span><\/p>\n

So, what have the Royal Mail suggested that affects Greeting Cards in a nutshell?<\/span><\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

This is a relief,\u00a0we\u2019re sure you\u2019ll agree for our industry and the NHS, BUT there is no\u00a0<\/span>mention of price surety \u2013 in fact, the fuller document RM have produced\u00a0<\/span>indicates that further price increases will be necessary.\u00a0 To what\u00a0<\/span>magnitude, we don\u2019t know yet but as soon as we get a more concrete\u00a0<\/span>idea, we\u2019ll let you know.<\/span><\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Effectively this adds a day to the delivery window here.\u00a0\u00a0Whilst it doesn\u2019t affect thortful, if you use Second Class, this would require\u00a0<\/span>you to think about when you send your deliveries and letting your\u00a0<\/span>customers know if changes are coming.<\/span><\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

It’s not especially clear what they mean here.\u00a0Our cynical brains wonder whether it allows the Royal Mail to have more\u00a0<\/span>tolerance on hitting quality of service targets and does this help or hinder\u00a0<\/span>consumer confidence.\u00a0 But we\u2019d best reserve cynicism until we\u2019ve had a\u00a0<\/span>fuller explanation!<\/span><\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The changes above wouldn\u2019t need Parliament or new laws \u2013 just Ofcom\u00a0approval.\u00a0 The GCA, Citizen\u2019s Advice and the CWU will all have\u00a0<\/span>perspective on the above and we\u2019ll attempt to synthesize that for you\u00a0<\/span>as we go.<\/span><\/b><\/p>

Other proposed changes Royal Mail are suggesting that would require new laws\u00a0are:<\/span><\/p>

– Regular net cost calculations led by Ofcom<\/b> \u2013 no objections our side\u00a0here.\u00a0 We need to know more accurately what the cost implication is of the\u00a0<\/span>USO so we can collectively figure out how to retain the best possible\u00a0<\/span>service.<\/span><\/p>

– Greater flexibility given to Ofcom to change USO without\u00a0<\/b>requiring new laws<\/b> \u2013 this makes us nervous.\u00a0 It avoids legislative\u00a0<\/span>scrutiny that we think is really important consumer protection.\u00a0 We\u2019d be\u00a0<\/span>reluctant to go here.\u00a0<\/span><\/p>

– Government subsidy<\/b> \u2013 this is tough to swallow.\u00a0<\/span>The RM has paid out\u00a0\u00a32 billion in dividends since privatisation.\u00a0 We struggle to process this when\u00a0<\/span>other private businesses manage decline of a product through business\u00a0<\/span>transformation; innovation and diversification.\u00a0 \u00a0Don\u2019t get us started on\u00a0<\/span>how much money has been made by a wealthy few from privatising the\u00a0<\/span>Royal Mail!<\/span><\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Hopefully a useful synopsis as we know it\u2019s complex with lots of competing\u00a0information.\u00a0 We\u2019ll share more as we learn.\u00a0At this stage, these are just proposals from the Royal Mail.\u00a0 From here, Ofcom\u00a0<\/span>takes all proposals into account and figures out what to do next.\u00a0 Timeline wise\u00a0<\/span>they have said \u2018over the summer\u2019, but the Royal Mail are applying pressure to\u00a0<\/span>make the non-legislative changes above sooner.\u00a0 So we\u2019ll see \u2013 and keep you as\u00a0<\/span>up to date as we can.<\/span><\/p>
